Student Access and Success


Student Access and Success supports adult learners by helping to remove barriers to advanced education and skills development opportunities. The division oversees programs that promote student success through financial support, essential skills training, and credential upgrading. These programs and services contribute to a vibrant economy where Manitobans can pursue educational pathways to develop the skills and training needed to participate fully in the community and work force.

Manitoba Student Aid

Manitoba Student Aid manages student grants and bursary programs, leveraging partnerships and maximizing federal funding, to improve access to post-secondary education for Manitoba students. It administers the Manitoba Student Loan Program and Canada Student Loan Program in Manitoba, from collecting and reviewing applications to managing the collection of loan repayments.

Manitoba Scholarship and Bursary Initiative

The Manitoba Scholarship and Bursary Initiative is a government program that leverages partnerships with the private sector to encourage private donations for scholarships and bursaries that reward merit and assist students with financial need. The program provides matching funds to post-secondary institutions that do their own fundraising.

Helen Betty Osborne Memorial Award

The Helen Betty Osborne Memorial Award was established to honour the memory of Helen Betty Osborne by providing financial support to Indigenous post-secondary students. The province of Manitoba has an agreement with The Winnipeg Foundation to administer these student awards, in partnership with the National Centre for Truth and Reconciliation and Indigenous Chamber of Commerce.

Adult Learning and Literacy

Adult Learning and Literacy funds and oversees adults learning centres, literacy programs, and the GED Testing Service to provide adult learners with essential skills and educational upgrades so they can continue on to further education and training, find jobs, and participate in their communities.
