Manitoba Electric Vehicle Rebate Program

Many Manitoba families are looking to make the switch to an electric or plug-in hybrid electric vehicle (EV). The Manitoba government is there to help you along the way, with the Manitoba Electric Vehicle Rebate Program to make this goal more achievable and triple the number of EVs on Manitoba roads by 2026.

The Manitoba Electric Vehicle Rebate Program provides rebates of $4,000 on the purchase of a new eligible electric vehicle, $1,000 to $4,000 on leasing an eligible electric vehicle, and $2,500 on the purchase of pre-owned eligible electric vehicles.

Purchasers of eligible EVs, including those who purchased them between August 1, 2023 and July 1, 2024, will be able to apply online for the rebate through a streamlined process on the Manitoba Public Insurance website.

To be eligible, vehicles must be purchased or leased from Manitoba dealerships with a maximum manufacturer's suggested retail price (MRSP) of $70,000 for new vehicles or a maximum $70,000 purchase price for used vehicles, with one rebate per vehicle and per owner. New Tesla vehicles with a maximum MSRP of $70,000 purchased outside of Manitoba between August 1, 2023 and May 2, 2024 also qualify.

Any vehicle that is partially or fully powered by electricity and uses a plug-in charger to charge is specified as Electric Vehicle (EV). These include:

  • Battery electric vehicles (BEVs) which run on a battery instead of fuel tank and have only has an electric motor and no internal combustion engine.
  • Plug-in hybrid electric vehicles (PHEVs) which run both on battery and petroleum fuel and has both an electric motor and an internal combustion engine.
  • Hydrogen Fuel Cell Electric Vehicles (FCEV) which have a fuel cell that produces electricity by creating an electrochemical reaction by mixing hydrogen gas and oxygen.

EV Rebate Program Overview

The Manitoba Electric Vehicle Rebate Program provides rebates of

  • $4,000 on the purchase of new eligible electric vehicles,
  • $2,500 on the purchase of pre-owned eligible electric vehicles, and
  • $1,000 to $4,000 on leasing a new electric vehicle and $625 to $2,500 on leasing a pre-owned electric vehicle depending on the length of the lease.

The Manitoba Electric Vehicle Rebate Program will be in effect from July 1, 2024, to March 31, 2026.

EVs purchased between August 1, 2023, to March 31, 2026, are eligible to receive the rebate under this program.

From August 1, 2023, to May 2, 2024, new Tesla EVs purchased from dealers outside Manitoba will also be eligible for this program. After May 2, 2024, any Tesla EVs purchased outside of Manitoba will not be eligible to qualify to receive the rebate.

Purchasers of eligible EVs can receive a rebate of $4,000 for new EVs and $2,500 for pre owned EVs.

Yes. The rebates will be available until the $25 million funding allocation is depleted or upon the program closing date of March 31, 2026, which ever occurs first.


Eligibility Criteria

  • Manitoba residents, corporations, businesses, First Nations and municipalities are eligible.
  • There is a limit of only one vehicle per purchaser during the duration of the program.
  • The vehicle must remain in owner's name and be registered in Manitoba for a minimum of 12 months.
  • Crown corporations, federal and provincial governments are not eligible.

Yes, both new and pre-owned EVs are eligible for the rebate when leased for at least a 12 month duration. Lease term and applicable rebates are as follows:

No pro-rated calculations are applicable under the Manitoba Electric Vehicle Rebate Program.

Purchasers are encouraged to apply as soon as possible after registering their EV to benefit from this program.

  • All new EVs with a manufacturer's suggested retail price (MSRP) less than $70,000 are eligible for the rebate. No vehicle with a MSRP of $70,000 or higher is eligible.
  • EV must be purchased from an authorized registered motor vehicle dealer in Manitoba.
  • The vehicles must be less than 4-years-old (model year 2021 or newer in 2024, model year 2022 or newer in 2025 and model year 2023 and newer in 2026).
  • For pre-owned EVs, the purchase price must be below $70,000 to be eligible for the rebate. If a rebate has been previously claimed by a previous owner, the vehicle is not eligible to receive any additional rebate.
  • A new EV includes vehicles with less then 10,000 km that have not been previously owned.

Eligible EV makes and models will be posted on the Manitoba Electric Vehicle Rebate Program website. The list of eligible vehicles will be updated during the program. Any changes on the list of eligible will be effective immediately upon the publication on the website.

Every vehicle model (e.g., base, sport, touring, etc.) comes with a pre-set package of finishes and equipment which is called Trim. Different models of the vehicle have multiple trim levels with different prices.

No. Electric scooters, snowmobiles, off-road vehicles, and bicycles are not eligible for the EV rebate.

Yes. Eligible EVs purchased between August 1, 2023, to June 30, 2024, can apply for the rebate.

EVs bought outside of Manitoba are not eligible to receive the Manitoba EV Rebate.

Eligible new Tesla EVs purchased from motor vehicle dealers outside Manitoba between August 1, 2023, and May 2, 2024, are eligible for the rebate. After May 2, 2024, any Tesla EVs purchased outside of Manitoba will not be eligible to qualify to receive the rebate.

Yes. Eligible EVs that were used as demonstration vehicles with less then 10,000 kms are eligible for a new EV rebate. Eligible EVs with 10,000 kms or more are eligible for a used vehicle rebate.

Yes, individuals living in the same household can each obtain the rebate. Children must be at least 16 years old and possess a drivers license. Each individual must be the registrant of the respective EV that is qualifying for a rebate.

If two or more persons are purchasing an eligible EV or listed together on registration of the eligible EV, the rebate is applicable only to the person whom the vehicle is registered to.


Application Process

Purchasers of eligible EVs, including those who purchased them between August 1, 2023, and July 1, 2024, will be able to apply online for the rebate through a streamlined process on the Manitoba Public Insurance website evrebate.mpi.mb.ca starting on July 2, 2024.

No, there are no fees to apply for the rebate.

Once an application has been received and approved by Manitoba Public Insurance, a rebate cheque will be issued within 45 to 60 days.

No. A minimum of a 12-month lease period is required to retain the rebate. If you cancel the lease before 12 months, the rebate must be returned to Manitoba Public Insurance.

If the rebate has been issued to a purchaser for their EV that is in an accident, the rebate does not have to be returned to Manitoba Public Insurance.
